Here’s a copy of the app store requirement:
1.1.9 Obtain explicit buyer consent before adding charges.
Apps can’t automatically add or pre-select optional charges to a buyer’s cart that increase the total checkout price. Apps can only add optional charges to carts or at checkout after displaying the additional cost in a manner that is clear to the buyer, and upon obtaining explicit buyer consent.

In my interpretation, this only applies to OPTIONAL charges, which is the word used twice in the short description.
From my understanding, if the charge is mandatory, for example a deposit, a cleaning fee, etc, then explicit buyer consent (i.e. checking a checkbox or clicking an “I agree” button), shouldn’t be needed. Clear advance communication of the charge should suffice.
The mandatory charge is forced into the cart and removal is prevented using a cart validation function.
Can I please get a Shopify person to confirm, or provide guidance on this? I’m having difficulty with a review and unable to communicate directly with the reviewer. I believe that they might not realise the charge is mandatory, or they are misinterpreting the requirement.
Or maybe I’m misinterpreting it - though the docs clearly use the word “optional” for a reason.
