Has anyone faced "Very Low Relevance" for almost every keyword in Shopify App Store Ads?

I’ve been working in Shopify app marketing for more than 2.5 years and have managed marketing for multiple Shopify apps, but this is the first time I’ve run into this issue.

For one of our apps, almost all of our target keywords are marked as “Very Low Relevance” in Shopify App Store Ads.

We’ve already optimized the listing thoroughly:

  • App name
  • App card
  • Subtitle
  • Introduction
  • Search terms
  • Other listing content

The target keywords appear naturally across the listing, yet the relevance score remains Very Low.

I’ve also tested many other relevant keywords, but the result is the same.

Because of this:

  • Bid suggestions are extremely high.
  • Visibility stays at 0%.
  • The campaign struggles to get any impressions.

One interesting thing I noticed is that some keywords show Medium or High Relevance only when using Broad Match. However, those keywords are not actually high-intent for our app, so using them isn’t an ideal strategy.

Has anyone experienced this before?

I’d really appreciate any insights on:

  • What determines the relevance score in Shopify App Store Ads?
  • Is it based only on listing content, or does install history, conversion rate, category, or some hidden quality signals also affect it?
  • Any proven ways to improve keyword relevance without targeting less relevant broad-match keywords?

We are seeing the same issue with our ad account. Previous high-relevance keywords are now showing as “Very Low” relevance. We’ve increased the bids to >10$ and it’s not improving. The keywords are also highly relevant to our app (mentioned countless times in the app listing).

We’ve previously reached out to Shopify support, their answer was along the lines of:

There are a lot of other factors like the accumulated history on install/click trough rate that can outweigh a higher bids and affect the relevance of the keywords

The statement does make sense, however my observation is that the keyword relevance scores have been very off over the last few months.

In our case, the click/install rate is not applicable as relevance factor. Because this is a new app, and we seeing it since we started the campaign.
