I have never actually seen the answer to this question in the docs so:

Are generated block Ids ( block.id ) unique to sections or templates?

From what I’ve seen I would say templates but I’m not certain.

If they were unique only inside the context of a section , you’d have
to always combine it with the section id , which I haven’t seen being
done most the time …
