Thanks for flagging this. I checked into this a bit, and the store country is now tied more closely to the store’s business entity / legal entity country. So if the shop only has a business entity in one country, changing the dev store’s country from Settings > General may be blocked or only allow that matching country.
That said, I’m checking whether there’s a clearer self-serve path for dev stores here, because I can see how this would be confusing if it changed recently. Could you share your dev shop’s ID, the current country, the country you’re trying to switch to, and whether this is a brand new dev store or an existing one you need to preserve?
I’ll keep you in the loop once I’ve got a firmer answer on our end!

To add to the confusion: As mentioned, the General → Business details etc. are locked to what I assume is the organization’s business entity (probably a default US-based one, I don’t think our client has actually set that up).
So new dev stores are using USA. Buuuuuuut if I first set up Shopify Payments with dummy US info, and then add another account, it does give me a list:
It shows all the dummy businesses I have added previously in other dev stores.
(the “add a business entity” link just takes me to settings/organization-details where it just shows the organization name and nothing else)
This particular dev store ID is 83892470010
