It may be possible for merchants to add Carrier-calculated shipping to their plan by contacting support directly - and the Shopify Advanced or Plus plans have this by default. But you’re correct, if a merchant does not have this feature as part of their plan, calls to the CarrierService API simply will not work on their store.
