Reproduction steps

Create LOTS of AI sections
Load Customizer
Collapse AI Sections
No other sections load
(Could be Firefox Specific?)

Hiya, so there’s a bit of a bug in the customizer when loading additional sections.
The client has created a ton of AI Sections (:downcast_face_with_sweat:) which has actually revealed a bug, the other sections on the page do not load unless you scroll though ALL of the AI sections first. You can’t just collapse the section, no other sections load.
