Development store is billed

Hi, I have a development store and I use it for a long time. After Shopify newly announced the new usage charge feature, my apps started to charging me and Shopify billed it.
As I understand Shopify turned off the test charge for development store on managed plans and turn those charges regular. Anyone have the same issue?

Test subscriptions on development stores are changing. Every subscription now requires a billing contract, and Shopify doesn’t support “test” subscriptions with the new billing system. Use the $0 private test plan to test your billing integration on development stores instead.

To simplify testing your app’s pricing, Shopify App Pricing supports free testing for dev stores via the $0 private test plan. Your account isn’t charged for test subscriptions on development stores.

It is too bad we need to take action. I have many dev stores on a plan on my apps and they started to charge. @Liam-Shopify Can you help about it, what I suppose to do for billings

This is pretty terrifying if apps have been moved to the new billing automatically by Shopify and have existing dev stores installed, on test charges already.

I have checked the bill with Shopify support and we found out I was testing usage charge and my unpublished development app billed me on the development store. I guess it is a bug

Hey folks - just confirming the current documented flow here: development-store test subscriptions changed after April 28, 2026, and the expected testing path now is the $0 private test plan as mentioned earlier, but that said, I don’t want to conflate that expected change with an unpublished development app actually billing a development store through usage charges. Could you share the app ID/app URL, development store domain or shop ID, the invoice date, and the usage meter/plan involved? I can dig into that specific case further on our end if need be from the dev side of things if we haven’t already got in touch with folks internally on our end.

One of the app is my app on prod (Stamp ‑ Variants on Collection - Boost sale! Show variants as products separately on collection | Shopify App Store) and the test subscription become real one somehow.
The other charges belong to “tn-bulk-manage-orders” (335909289985) which is my development app and not published.

The store name is “test-ddp-store” (90886242641) which is development store.

I’m not sure about the plan ID because I was testing usage charge on the dev app. I guess the informations will help you to find the problem

Hey @sezerium - just looping back here. We are looking into cancelling and refunding that charge. Please let me know if you don’t see that actioned within the next fews days or so and I can look back internally :slight_smile:

Hi Alan, today is 4. day and The bill is still exists. Can you take a look why it is not cancelled?

Hey @sezerium - thanks for your patience on this. My understanding is that we’ve started rolling out the refunds - can you let me know if you still see the bill? Happy to help out further if needed.

We experienced something similar. One of our development stores ended up with charges (tax was included on the invoice), even though it was only being used for development and testing.

We contacted Shopify Support, explained that it was a development store, and they reviewed the account and removed the charges.

We also discovered that we couldn’t delete the store while the bill was still outstanding. Support confirmed that the store couldn’t be deleted until the billing issue was resolved.

Once the charges were cleared, we were able to delete the development store successfully.

I also contacted to Shopify support but they only suggest me to delete the store or give app credit from each apps charged me (I couldn’t ensure what will happen if I give app credit from unpublished development app). That’s why I couldn’t fix it
