I have built out my integration using the python SDK and I am connected to to one of my dev stores.
Do I need to apply to access “protected customer data” during development or can it wait until I want start the process of going live with the app?

I can confirm that you do not need to complete a review to retrieve protected customer data during development. You just need to select the fields you require access to in your Partner Dashboard, following the instructions in the following Shopify.dev documentation.
To access customer data in development, select the data and fields you’re using in the Partner Dashboard. You don’t need to submit a request for review for apps that are installed only on development stores.
