Regarding the Dev Dashboard Access issue, would you mind trying the following:
- Clear your cookies
- Go to https://dev.shopify.com/dashboard directly and log in with your account
In the event you get the same 401 error, can you go to https://accounts.shopify.com/account and then send me the URL that you get redirected to? It will look something like https://accounts.shopify.com/account/123456/personal.
Regarding the Function IDs Not Generating issue, you can use the shopifyFunctionsquery as described here.
