New Shopify Partner oranization (user sturcuture is huge mess)
Reproduction steps
I’m a Solo Developer building stores for Clients. I used to create Dev store, Add Merchant and or their employees. they were adding their own card and paying for Theme and Apps they had invoices for those charges
Additional info
After this messy update, Merchant is added under my organization and they can no longer add their card details in billings.. billing is greyed out even though I gave them full access that includes billing.

Hey @Oto_Kenchoshvili - thanks for laying this out, and good question.
I completely understand your use case here and I did some digging. It looks like your client not being able to access the billing page of your client transfer store while it’s still inside your partner org is expected, and it isn’t something you can open up with permissions.
There are currently two ways to handle this situation, depending on whether the theme needs code work before launch:

If you need to edit the theme code first: buy the theme on behalf of your client, bill them for the cost separately, then remove your payment info when you hand off the store. A theme on trial can’t have its code edited, so purchasing is the route here.

If no code edits are needed before launch: leave the theme on free trial and transfer the store as is. Your client pays for the theme when they choose to publish it or edit its code, which can happen after they own the store.
