Is it possible to obtain the tax number set in Shopify’s taxes and duties? If so, how can I obtain it?

Are you talking about the tax numbers set in the admin? If so, that’s not currently available through the API.

I need to obtain the corresponding tax number set by my user store so that I can help users create shipping labels that require tax numbers.

For required tax ID’s that are captured at checkout and required for shipping, you can get that on the order object, using localizedField
