Stuck for days - mandatory compliance webhooks

I am new to the shopify app, and have a 100% and functional app, in the sense of the user - the app talks to my react router which talks to my backend, every bell & whistle does exactly what it is supposed to do.

Then when we were completing the review test, the mandatory compliance webhooks fail. We attempted to test from the command line, and we get a Node React router error.

We have spent DAYS trying to reprogram the backend to get webhooks coded into our server.js, but it constntly fales to load SSR then.

HOW can we get server.js to work with the Node React that is catching these webhooks?
