App credits - pending receivable credit issue limit

We’re trying to send app credits to a merchant. But we are getting this error. Do you know what the reason would be and how we can resolve?

Hi Liam, Yes, still seeing this issue. The merchant has been billed now. The error message are changed slightly, but the same issue / blocker still for sending credits.

So I think that error message is related to this:

The total amount of all application credits requested by an app must not exceed the total amount the shop owner was charged in the last 30 days, or the total amount of pending payouts in the app’s Partner account.
