Blocks need to support block limits

Short description of issue

We need a way to set limits for the amount of times a block occurs in a section, as well as the number of child blocks a block can have.

Use cases:

• You might want to limit the number of times an ‘Add to Cart’ button or ‘Variant Picker’ block can be included in a product form. In Horizon, you can add two variant pickers, which is really confusing for beginner merchants.

• You might want to limit the number of child blocks of any type for performance reasons.
