We’re unable to create a new development store via the Shopify Dev Dashboard. Using the “Add dev store” / “store-create” link (with our organization ID) either fails to load properly or yields no response.

Steps to reproduce:

Log into Dev Dashboard (or Partner org).

Navigate to Dev Stores / Add Dev Store. ( fill in details like storename , Plan basic , add test data, Test a feature preview on this store - not selected ) either I have tried all combination it doesnt work

Click the “Create store” link (URL: admin.shopify.com/store-create/organization/[ORG_ID]).

Observe blank page / link not working / no dev store created.- see attached image ( stuck at almost done )
- after refresh when I search for it in dev store - I cant find it
