Short description of issue
The “pay and complete checkout” button is gone from checkout page, for logged in customers

Reproduction steps
Go to any development store, login with a customer account, add items to cart, then go to checkout.
Then at the checkout page, the “Pay / complete checkout” button is not there, hence unable to complete checkout
Additional info
Seems like only happening with logged in customers, with previously saved shipping address
