"Content > Menu" permission granted but nav bar is grayed out

One of my client store gave me collaborator access, and they gave me “Content > Menu” permission (only “Menu” inside the content)

I was able to access the menu page by directly going to /admin/content/menus, but on the navigation bar, the “Content” is grayed out :
