Cache isn’t clearing in a timely manner after theme updates

Since December we’ve noticed on a few stores that when we push theme changes they sometimes take quite a while to reflect on the storefront, the code is there in the online editor almost immediately but in some cases the changes have taken hours to display.
This has even been just customizer updates rather than code changes in some cases, a customer has reported said issue on their store today as well (one mentioned above).
It’s not consistent and only happens sometimes.
it’s not to do CSS/JS assets caching either.
