However, can you clarify on what to expect of the new Dev Dashboard in the future regarding development stores? Will these dev stores always automatically be DEV dev stores catered only to App developers for testing purposes or will transferrable dev stores for clients also be a part of the Dev Dashboard in the future?

As I understand it, it serves the sole purpose of development and testing apps/extensions.
So using the new app dev you declare the custom fields your app needs, and then whenever your deploy to your clients store that store will have those fields.
So you’ll still need a staging store for content and products, which your client can access.
Using app config you can also do ongoing deployments to that store, if your client needs to try something with the app.
