Expiring offline tokens: “136 tokens to migrate” even though the app no longer uses non-expiring tokens

Hi everyone,

We’ve migrated our public app to expiring offline access tokens, but the reminder email still says we have 136 tokens to migrate. I’m trying to work out whether we have anything left to fix before the January 1 delisting deadline.

What we’ve done:

  • New installs, reinstalls and merchant logins all request expiring tokens (expiring=1 on the authorization code exchange).
  • Every existing store was migrated using the token exchange (subject_token_type=offline-access-token, expiring=1). Tokens refresh automatically, and we have a daily job that keeps refresh tokens from expiring.
  • The app no longer sends non-expiring tokens to the API at all. The Partner Dashboard shows “Last detected: October 21, 2026”, which is the day we finished the rollout, and that date hasn’t changed since.

Around 440 stores failed the exchange, with three kinds of errors:

  • invalid_subject_token: the token was already revoked (about 230 stores)
  • {"errors":"Not Found"}: the store was deleted (about 180 stores)
  • {"errors":"Unavailable Shop"}: the store is frozen or closed (31 stores)

We can’t exchange any of these tokens, and our app never uses them. We plan to retry the frozen stores in case they reactivate.

Shopify support told me they can’t share which stores make up the 136 and pointed me to the Dev Dashboard logs, but I can’t find anything there that lists them.

My questions:

  1. Does the “tokens to migrate” count include tokens that belong to frozen, closed or deleted stores?
  2. If those tokens can’t be exchanged and are never used, will they still count against the app on January 1 and lead to delisting?
  3. Is there any way to see which stores are included in the count?
  4. If a frozen store reactivates later, is it enough to migrate its token at that point?

Thanks in advance, any guidance is appreciated.
