When a fulfillment order is assigned to a “custom fulfillment service” location, the capabilitlies are incorrectly reported.
MOVE and SPLIT are missing. But a MOVE mutation works without any issue.
This causes checks for capabilities in Shopify Flow to fail and the button to change location in the admin interface to be missing.
