I was hitting this exact error too. Updating the Shopify CLI to the latest version (4.2.0) resolved it for me, no other config changes needed.

Same CLI is prompting us to add [ events ] block in app.toml even though we don’t require it and according to docs it’s not mandatory.
It’s stopping us from creating dev servers and even creating new version of app extensions without the block.

Although this thread is marked as Solved, the issue is not solved for us. We are still encountering it on Shopify CLI 4.7.0, and the suggested upgrade/downgrade approaches do not resolve the error.

Details:

  • Shopify CLI: 4.7.0
  • Node.js: v22.17.1
  • App: public app already listed in the Shopify App Store
  • Access scope: read_themes
  • The app has no Shopify Events subscriptions and no [events] section
  • The TOML file is unchanged
  • Downgrading the CLI did not resolve the issue

This prevents npx shopify app dev from starting. Adding an artificial Events configuration is not appropriate because the app does not use Events and should not require additional permissions.

Can Shopify confirm the fix or provide a temporary workaround for apps that do not use Events?

Same issue happening for us. It’s frustrating why unstable Developer preview key has been made mandatory for all apps. We clearly did not create any event subscriptions.

This is a critical error; no one can be developing under these conditions. How is this even possible?

Remove the “solved” mark because it’s confusing and people will create other topics.
