Getting this error: not found: bin/rails when I run shopify app dev

Hello Shopify CLI team,

We had this issue before and it was supposedly fixed but today, I get the same error on 3.71.1.
I didn’t get any error on 3.70.0

Can you please check?

Edit: Fixed on v3.71.2
