How can we create app to add own payment gateway in a add payment method

I have my own payment gateway. I want to add that payment gateway for the integrations.
Like if user creating his own store the under setting he can able to choose my payment method/gateway to accept payment. After choosing he can install my app in his store and at the time of checkout customer can select my payment gateway to do payment.
I want develop similar functionality like razor pay, PayPal, paytm payment app.

Development is supported only for specified payment gateway merchants. This requires Shopify’s support to grant access. Not everyone is allowed to develop such function I think.

what is the work around where we would not actually be required to become a Shopify Payments Partner?

To access this API you would need to be a payments partner - I don’t believe there is a workaround.
