This seems like a new behavior for the menus API that I did not run across when last testing it a week or two ago. I’m trying to create a menu with the handle footer, and it automatically creates it as footer-1 even though there is no existing menu with the handle footer.
I even tried renaming the handle in the admin from footer-1 to footer and it just basically refused to save it, without any error message.

I’m able to replicate this behaviour on a fresh test store as well. Looking into it a bit further, I do see that there is a default Footer Menu created internally on my test store with the handle footer, though it isn’t appearing in the shop admin.
This would explain why the handle footer can’t be used, as it does technically exist on a menu, even though it’s not displayed in the shop admin directly.
At this time I am discussing this behaviour further with our developers to confirm the expected behaviour here. We will follow up here as soon as we have any more information to share!
