Need to change footer menu item titles in customer accounts and checkout

Short description of issue

The menu at the end of the customer accounts and checkout is static and cannot be edited or changed. Is there a way to update it?

Reproduction steps

  1. Open any store
  2. Go to checkout
  3. Scroll all the way down.
  4. You will see a menu with these items: “Refund policy”, “Delivery information”, “Privacy policy”, “Terms of service” and “Contact”

I need to add remove those items and possibly change some of their names.

The ability to edit these links looks to be intentionally restricted. The closest would be that you can add content below this footer using the purchase.checkout.footer.render-after target available to checkout UI extensions.
