I see the new ability to have Shopify manage the install. This sounds great. And I see that it requires pushing a config file to Shopify. Okay that’s fine too, but how do we push the config file to Shopify if we’re not using the Shopify CLI?

To use Shopify Managed Install (and to use the config TOML file), you need to use the Shopify CLI.
Will there at some point be an option for using Shopify Managed Install without the CLI? We do not use the CLI, for several reasons, chiefly: 1) it’s not suitable for team development, since it requires every developer to have their own individual Shopify Developer account (giving them way more access and permissions than our company desires); and 2) we prefer to mirror our production environment as closely as possible during development, and CLI obviously isn’t used for production deployment.
It’s unfortunate that Shopify makes the broad assumption that everyone uses or should use the CLI, when in fact this isn’t the case…which is why so many of us had our build broken when the unstable_newEmbeddedAuthStrategy flag was set to true. 
This of course should’ve been set to false by default.
