Payment grants for app with offsite payment extension unavailable

Hello, team! We are shopify partner developing shopify app with offsite payment extension Build an offsite payments extension with Shopify CLI

1. In shopify app wizard there are no required grants scopes = "write_payment_customizations,write_payment_gateways,write_payment_sessions"
2. shopify cli don’t allow to deploy shopify app with such grants

(btw, it was available 3 weeks ago)

Please, advise how to manage this issue.
