For the past three or four submissions our Mini was rejected, stating the same reason - that we are not using the openid scope.
After contacting the staff we understood there was another issue and fixed it right away (and that we are indeed using the openid scope), however we still keep on getting the same rejection error without any more explanation, for almost two weeks now.
We currently cannot get an answer and would ask for a specialist to check it out.
We have seen some logs in our backend that may imply Shopify staff using a non standard user token, maybe to test and see if our backend is enforcing strict access:
