The documentation makes it clear that new apps should be written against the GraphQL interface.
Beyond ‘do it now’, there doesn’t seem to be any realistic advice about when legacy private apps ‘have’ to switch to GraphQL.
Is there a timescale for having to do this?

There’s no current specific deadline for apps (public or custom) to migrate to using GraphQL. There will be an update forthcoming on this, and we’ll ensure that any deadline will provide ample time for completing migrations. For now we’d recommend that you migrate as soon as you can, and if there’s any blockers that you’re experiencing you can post them here so we can investigate and update our APIs if required.
