Surcharge/extra fee/tariff in Checkout

Hi guys! I have read multiple posts regarding this, but not one has a solution that fits my needs. So i just want to be 100% whether this is possible or not..

I need to add a surcharge/extra fee/tariff for customers in checkout. It should be added as a percentage of the order total.

The following “workarounds” won’t fit my needs:

  1. Add fee a tax product
  2. Add fee as part of the cart line item
  3. Add fee as a part of the tax
  4. Add fee as a part of shipping cost
  5. Add fee as catalog override for products
  6. Add fee on top of the product price
