Can't install or update Shopify Plus only app on development store

I have an app that is set to only install on Shopify Plus stores. However, it should still be allowed on development stores, since now I can no longer access my production app from my test store! I can still access my development app, I think because I’m using the Shopify CLI, but this is very bad since I can’t test my production app or access it.

This message started showing after I updated the required access scopes, so now I am unable to approve the new ones.

This message should not be showing for development shops.

When creating a development shop, you can specifically select which Shopify plan to use. If you don’t already have a dev shop set up as Plus, you’ll likely just need to create a new dev shop set up for Plus which should allow you to install this app.

That’s unfortunate, but thanks. I wish there was a way to change it without completely resetting my development store
