On dev stores created via Dev Dashboard, domain management is not available - I get “This feature is unavailable on your plan”. Tried this on Advanced and Grow plans.
This feature used to be available on dev stores created via Partners Dashboard.
Is this a bug, how to work around this? Or is this intentional?

This is expected behavior when a feature preview is enabled on the dev store. The dev store docs call this out: “When a feature preview is enabled on a dev store, you don’t have access to domains.” The error message is a bit misleading since it says “unavailable on your plan,” but it’s the feature preview causing it, not the plan itself.
If you need domain access, create a new dev store without a feature preview selected. Custom domains work fine on Dev Dashboard stores that don’t have one enabled.
If you also need to test the feature preview, you’d need a separate store for that since you can’t have both at the same time.

Thanks for the additional context via DM! After some additional testing I’ve been able to replicate - it seems Dev stores on Grow and Advanced plans do not have access to custom domains, while dev stores created on Basic or Plus plans do have access.
I have flagged this with the relevant team internally and will keep this thread updated with what I find out - thanks again for bringing this up!
