We’ve shipped a fix to enable partners to add staff to dev stores on the Plus plan. We know this has been a huge pain for partners for a while and appreciate your patience while we resolved this. You can now go to Admin > Settings > Users and permissions and add staff members just like with dev stores on other plans.
