Moving Dev Store to Shopify Partners Store

Short description of issue

I can’t delete a Dev Store nor migrate it to Shopify Partners Store

Reproduction steps

Create new dev store in Dev Dashboard, and then no options to delete it or move it to Shopify Partner Store so then I can transfer it to client.

Additional info

We should have at least one of them, wheter delete a dev store (so the url can be use for new client store in Partners Dashboard) or move a dev store to shopify partner store

The dev store cannot be transferred, as stated in the official documentation.
