Remaining uncaptured $x was released to the customer

I have a site that just launched and on orders I am seeing this

Remaining uncaptured $4.09 USD was released to the customer.

My question is why would there be a refund what would cause the site ti I guess overcharge the customer and then have to partially refund them??
