The Base taxes in settings are set to zero but Florida orders keep getting taxed, not sure what to adjust to get it to zero when checking out.

That said, the likely issue here is that your store is using Shopify Tax (the automatic tax service), which calculates rates at the state, county, and city level regardless of what’s in the “Base taxes” fields. Those base rates only apply when you’re on Basic Tax or Manual Tax. That’s where the Florida 6% and Santa Rosa County 1% are coming from.
You can check which tax service you’re on under Settings > Taxes and duties: Choose a tax service. To zero out taxes for specific states, you’d use tax overrides.
