I’m trying to register for the Shopify App Store to publish a public app. My registration fee is waived, but I get ‘An error occurred and we were not able to complete payment. Please try again later.’ This has persisted for 2 days across multiple attempts.

This sounds like something specific to your account, so it’s hard to troubleshoot here. Have you contacted direct Shopify Support yet?
