It’s a bit disconcerting if its accurate that the Partner Dashboard will be deleted specifically because we can’t run test charges on dev stores from the new dev dashboard (or access billing pages or payment pages) like we can in current Partner dev stores. According to the replies here this is expected behavior (although not documented from what I can tell).
