403: Forbidden Your account needs the Build and manage apps permission to access this page

When I hit any “Visit dev dashboard” link, it just shows me the 403 error page:

I’m the account owner. I don’t know why I need the permissions to proceed.

I’ve also run shopify app deploy to deploy all apps. How can I resolve this issue? I can’t check my functions on the partner dashboard, but I can’t visit the new dev dashboard.

I can load the dev dashboard. Looks like it was a temp failure from Shopify.
