Can’t Transfer Partner “Client Transfer” Store

Reproduction steps
Stores > Client Transfer > Actions > Transfer Ownership takes me to the setting tab all the way to the bottom where I am supposed to press a Manage button. That button is greyed out.
Additional info
This is indeed a client transfer store. It’s on a free dev plan, there are no developer previews and no paid plan is activated.

I got it figured out. I ended up redoing the creation of the client transfer store. It was a pain to have to go through that but I really couldn’t wait. Looks like the transfer process is finicky and sometimes this happens.
If anyone knows why this happens I would love to know so I can avoid it in the future.
